What must be finished before Vancouver occupancy?
Before you can legally occupy a new home or major renovation in Vancouver, you must obtain a Final Occupancy Permit (also called an Occupancy Certificate) from the City of Vancouver's Development, Buildings and Licensing department. This confirms that construction has been completed in compliance with the approved building permit, the BC Building Code (BCBC 2024), and all applicable City of Vancouver bylaws.
Here's what needs to be completed and inspected before that certificate is issued:
Mandatory Inspections and Completions
The City of Vancouver requires a series of inspections throughout construction — not just at the end. By the final stage, your building inspector will confirm that all of the following are substantially complete:
Structural and envelope work must be fully finished — framing, roofing, exterior cladding, windows, and doors all installed and weathertight. Given Vancouver's 1,200mm+ annual rainfall, inspectors pay close attention to rain screen assemblies, flashing, and moisture management details. Any deficiencies here will hold up your occupancy.
Mechanical, electrical, and plumbing systems must be operational and have passed their own Technical Safety BC (TSBC) inspections. Your electrical contractor and gas contractor are licensed through TSBC and are responsible for arranging those sign-offs independently of the City's building inspection process. BC Hydro connection and FortisBC gas activation typically require TSBC approval first.
Life safety systems are non-negotiable. Smoke alarms and carbon monoxide detectors must be installed and interconnected per BCBC 2024. If your project includes sprinklers (required in new multi-unit residential), those must be tested and certified. Fire separations between suites or between an attached garage and living space must be verified.
Insulation, vapour barriers, and energy compliance must meet the BC Energy Step Code requirements applicable to your permit. For new construction permitted after March 10, 2025, this means BCBC 2024 compliance, which may include a blower door test and energy modelling sign-off depending on your Step level.
Site and drainage must be graded to drain away from the foundation, and any required sewer separation work (common in Vancouver's older neighbourhoods — budget $5,000–$15,000+) must be complete.
Vancouver-Specific Considerations
For laneway houses, the City requires the primary dwelling to remain occupied during construction, and the laneway unit needs its own occupancy permit before tenants can move in. The builder must be a Licensed Residential Builder registered with BC Housing, and 2-5-10 home warranty insurance must be in place before occupancy.
For secondary suites, a separate suite registration with the City is required in addition to the occupancy sign-off. The suite must have a separate entrance, proper egress windows, and fire separation.
Permit timelines in Vancouver are notoriously long — simple projects run 4–8 weeks for permits, but final inspections can also take time to schedule. Build buffer time into your move-in plans.
Next Steps
Contact the City of Vancouver at 604-873-7000 or visit vancouver.ca/home-property-development/building-permits to confirm which inspections are outstanding on your permit. Your contractor or permit holder can also pull up the inspection history through the City's online portal. If you're working with a general contractor, they should be managing the inspection schedule — but it's worth confirming directly with the City that all sign-offs are in order before you move anything in.
